Kipa Kaku new IMC chief

NAHARLAGUN, June 12: Kipa Kaku was declared elected uncontested as the Chief Councillor of Itanagar Municipal Council (IMC) by H Karga, Presiding Officer-cum-Magistrate.

The election was necessitated after former IMC chief Aruni Higio lost a no confidence motion on June 6. Twenty-three out of the 30 councillors were present during the election. DIPRO.

 

Coordination meeting on draft five-year plan, vision document held

KHONSA,  June 12: A coordination meeting in connection with preparation of draft Five Year perspective plan (2015-16 to 2019-20) and Vision document for Tirap district was held in presence of all Tirap MLAs including  WCD Minister and all the head of departments of Tirap  district here today.

Addressing the meeting, the Deputy Commissioner informed the gathering about the importance of the Draft Five Year Plan under Fourteenth Finance Commission.  The DC told that all the projects will be undertaken through NITI Ayug for five year perspective plan under 14th Finance Commission.

All the HoDs have placed their respective department's proposals which were elaborately discussed in the house with consultation with the Minister & MLAs.

Speaking on the occasion, local MLA Wanglam Sawin said that there should be colony-wise water tank within Khonsa township in order to ensure drinking water facilities in all seasons. Sawin also stressed over water supply in Katang Police Station and CO's office, Bari- Basip.

While suggesting various schemes, the MLAs highlighted the infrastructural gaps which should be addressed during the next five years.

Focus was kept on creation of better education, health and transportation infrastructure.

Minister Lowangdong highlighted the benefits of the Niti Ayog over Planning Commission and requested all Govt officers to suggest concrete and worthy projects for the overall development of the district. DIPRO

 

Union seeks more medical staff

ITANAGAR, June 12: The Siyum Nacho Limeking Taksing Students' Union in its letter to the district medical officer claimed that medical staffs in the Community Health Centre at Nacho in Upper Subansiri district are irregular in duty. Lone doctor posted at CHC is absent for more than six months, the Union said.  Claiming that Nacho CHC is facing shortage of staffs including ANMs and doctors,  it requested the DMO to post more staffs to make the CHC functional.

ITANAGAR, June 12:  New BSNL prepaid mobile customers of NE II circle consisting three states of Nagaland, Manipur and Arunachal Pradesh have one more reason to smile.

NYWA clarifies on press statement

ITANAGAR, June 12: The Nyishi Youth Welfare Association (NYWA) in a release today clarified on the press statement made by the association which appeared in this daily on June 5 last with caption, "Allegations of financial mismanagement not true". It stated that statement was published without taking consent from the President. NYWA meanwhile said that without thorough understanding of the issue, it would be wrong to defend the state government over financial crisis.

 

Violation of CPWD manual alleged

ITANAGAR, June 12:  Claiming that the department has violated the guideline of CPWD manual by not initiating NIT bidding process for construction of  Regional Research Institute of Ayurveda Itanagar, the All Arunachal Pradesh Registered Contractor Association today urged the Executive Engineer PWD Division-A to take initiative for open tender for maintaining quality of the work and to select eligible contractor for the project.

 

Early release of salary demanded

ITANAGAR, June 12:  The Arunachal Pradesh Rashtriya Madhyamik Shiksha Abhiyan Employees Association has demanded the Deputy State Mission Director RMSA Rajya Mission to release the salary of teaching and non-teaching staffs at the earliest.  Claiming that salary has not been paid since last January 2015, the association threatened that it would not join the duty if the salary is not released by June 19, 2015.

 

11 houses gutted in Aalo fire accident

ITANAGAR, June 12: A massive fire accident have gutted down 11 houses into ashes at Yoji Yora within Aalo Township in the wee hours of June 12. West Siang district Students' union (WSDSU) has alleged that fire mishap occurred due to ill fitted electric wiring which led to short circuit.

A team of students led by Jumrik Bagra, General Secretary of the  union  met the fire victims and provided rice, utensils, mosquito nets and blanket.

The students appealed for support to fire victims as nothing could be saved by the families.

Meanwhile, a team of All Aalo Youth Welfare Association (AAYWA) led by its president Marto Lollen and General Secretary Duli Lomi visited the spot and extended some relief to the fire victims.

 

Road blockage cleared through social service

SEPPA, Jun 12: The road communication from Pakke to Bameng in East Kameng district, which was disrupted due to landslide, has been restored for movement of all types of vehicles.

A social service was organized by Bameng Town People's Forum (BTPF) to clear the road blockade wherein more than 70 people rendered their services.

The Forum requested the department concerned to extend additional support.

Universities term allegation baseless

ITANAGAR, June 12: The press statement of Professor Dr. Nani Bath of Rajiv Gandhi University did not go well down as Apex Professional University, Pasighat and Arunachal University of  Studies, Namsai today reacted saying that allegation was baseless and unfounded with malafied intention to harm the reputation of the universities.

 During the press meet Professor Bath highlighted the complaint letter written by Joint Action Group comprised of All Arunachal Pradesh Students Union (AAPSU) Guwahati Arunachal Students Union (GASU) and Arunachal Shillong Students Union, Meghalaya to Chief Minister Arunachal Pradesh on 8th April 2014 against the universities alleging that universities have awarded degrees to thousands of students without calling them to Arunachal Pradesh.

In its reaction letter today Apex Professional University (APU), Pasighat stated that allegation level against the university by some vested interests is not only ridiculous but also false and misleading. It also said that the allegations made by Dr. Bath were baseless with an objective to malign the image of the university.  The Apex Professional University Pasighat claimed that it did not award a single such degree to any student.

Meanwhile, reacting at the statement of  Dr. Bath, the Arunachal University of Studies, Namsai termed the statement far from the truth and appealed to the general public not to believe in the news. It further clarified that the university has not even enrolled such a big numbers of students as mentioned. The university is working for the cause of quality higher education and has been approved by various statutory bodies such as UGC, AIU, BCI, RCI, NIESBUD, IIE, etc, the Arunachal University of Studies, Namsai claimed in a release.

 

Capital Complex Dree Football Tournament

ITANAGAR, Jun 12: Capital Complex Dree Football Tournament began at RG Stadium, Naharlagun Wednesday.

The tournament is being conducted in two categories for players under 30 years and above 30 years separately.

The opening match of U-30 was played between Hello Football Club and Kipu Football Club in which the former defeated the latter 3-0.

In another match above 30 years,  Kime Pakka FC beat Itanagar FC 2-1.

Altogether 15 teams-eight under 30 years and seven above 30 years are taking part in the tournament.

The trophies to the winners will be given during Dree celebration on July 5 at Dree Ground, Papu Nalah.

The tournament was inaugurated by Dr. Hage Lodor, Chairman, Tanii Supung Dukung and Kuru Sera,Chief Engineer PWD(CZ).

 

Call to improve performance in health sector

ITANAGAR, June 12: Health and Family Welfare secretary Indra Mallo today called upon the personnel of health department to improve  the performance in health sector.

Addressing a meeting convened at the office of Mission Director to discuss on kayakalp award, a new initiative which was launched by Union Minister for Health and Family Welfare  J. P Nada on  May 15 last,  Mallo  stressed on corrective measures  for poor performing district Hospital, CHCs, PHC & Sub-Health Centres.  

NHM nodal officer Dr D Padung informed that the objective of the award is to encourage cleanliness and proper sanitation in public health care facilities. Five awards will be given under this scheme and  the prize winner will receive cash award with a citation, he further said.

Later addressing a pre-view meeting of NHM, State Progamme Implementation Plans (PIPs), Health and Family Welfare Minister Rajesh Tacho called for coordinated efforts  to deliver better performance. State Mission Director, NHM P N Thoungun also spoke on the occasion.

MLA urges youths to abstain from opium use

KHONSA, Jun 12: MLA and APFC Chairman Wanglam Sawin exhorted students and youths of Lapnan to give top priority to education and use their energies in constructive purposes.

Addressing the youths in a function here today, the MLA urged them to abstain themselves from opium (kani) use which is still prevailing in Tirap. Youths have greater responsibility and role to play in transforming the rural society and maintaining peace and harmony, he said.

While replying to a public memorandum, the MLA said that he would look into the matter after funds were released by NITI Ayug.

MLA Sawin along with Khela-Lamsa ZPM Sontung Lowang Bangsia distributed awards to meritorious students of Lapnan.

In another programme, the Khonsa (East) MLA donated a water tank of 6000 litre capacity to the people of Khonsa town and its adjoining areas to meet the additional water requirement.

While handing over the tank to PHE & WS Division, Sawin urged the divisional officers to make proper use of the tanker.

Start road restoration works: ANYA

ITANAGAR, June 12: All Nyishi Youth Association (ANYA) has appealed to the department concerned to start the renovation of rain water damaged road from Banderdewa to Itanagar and Itanagar to Hollongi   immediately for the convenience to the people.

ANYA president Biri Kakum  in a release  said that the state Govt, particularly the department concerned  should engage men and machines  for restoration of damaged road, particularly in Chimpu, Banderdewa and other risky zones in and around the twin capital cities to lessen the  problems of the  commuters and vehicle users.

The organization also appealed to the district administration to conduct awareness programme against disaster and extend help  to the  victims of landslide caused by rain water.

While appreciating the Union Minister of State for Home Kiren Rijiju  for granting  Rs 10 crore as immediate relief for landslide-hit Arunachal Pradesh, the ANYA said the total losses being more than Rs 700-800 Crore in the state, the Central Govt  should extend  more financial help  to the state Govt for renovation of all damaged roads and to build other infrastructures.

ANYA further appealed Rijiju, being the nodal minister of MoRTH, to take necessary steps for early release of estimated compensation amount to the GoAP as the fury of natural calamity is already haunting the poor state.

 

Forum demands for re-assessment of TAH compensation

ITANAGAR, June 12: The Kurung Kumey District Land Affected People's Forum in its  representation to the deputy commissioner requested for immediate re-assessment of land compensation and re-survey to identify real land affected people under Trans-Arunachal Highway Project. The forum further demanded that District Land Revenue and Settlement Officer (DLRSO) be regular in the office claiming that no proper office has been established even now.  Drawing the district administration's attention towards the illegal construction of buildings and structures along proposed Trans-Arunachal Highway, the forum strongly viewed that illegal construction of structures must be stopped before the earth cutting starts.  It also demanded for details about the compensation granted to the land affected people including the fund sanctioned, a release added.

Centre on path of NE peace and development: DoNER Minister

ITANAGAR, June 12: The DoNER Minister Jitender Singh said that the Government of India is strongly on the path of peace and development in the North East region. The minister, who is also the in-charge of Prime Minister's Office, was addressing media persons at Naharlagun Helipad during his hurried visit to the state Capital which lasted not more than two hours.

"In order to accomplish the optimum benefits of the development agenda of GoI, we must seek to sustain peace in the region. And also try to bring ground those who are not able to see the virtues of peace and development," he urged.

The minister evaded question on the Centre's plan to deal with NSCN (K) and if the Centre is planning to sign a pact with it by saying that 'it's for the home ministry and other agencies to take a call on'.

Regarding allegations of fund mismanagement by the state government, DoNER Minister accepted that a complaint on it has been received and the follow up will be made known.

Meanwhile, Arunachal Civil Society (ACS) has expressed disappointment over the DoNER minister's short visit to the state Capital.

The minister should at least tour all the flood affected areas and the areas where recent torrential rain has caused havoc. Addressing bureaucrats and ministers only, that too in closed cabin, will not give him real picture of the state. The Union Minister must confer some more time for NGOs and other civil society members to discuss the grievances of the people  and  to the know the ground reality, it said in a release.

 

 

Arunachal will be compensated for loss: Niti Aayog

NEW DELHI, June 12: NITI Aayog has said that Arunachal will be compensated for the loss incurred due to denial of the externally aided funding.

The Chief Minister Nabam Tuki in a meeting with the Niti Aayog took up the issue of Arunachal Pradesh being deprived of Externally Aided Funding from agencies such as World Bank and Asian Development Bank.

Chief Minister had called on NITI Aayog Vice Chairman Arvind Panagariya and CEO Shindhushree Khullar at Yojana Bhavan here today and discussed various issues pertaining to the state budget and its share of budgetary allocations from the Center.

The NITI Aayog Vice Chairman assured the Chief Minister that an alternative mechanism will be devised to compensate for this loss.  

The Vice Chairman also assured that Arunachal Pradesh will gain from the recommendations of the Fourteenth Finance Commission wherein Forest Cover and geographical area was assigned a weightage of 7.5 per cent in devolution of funds. Panagariya said that this will ensure sustainable development and benefit the state in the long run.

The Vice Chairman appreciated the State Government for coming up with the Arunachal Vision 2030 document and assured the Chief Minister that NITI Aayog will render all possible guidance and expertise for preparation of the Vision document.

NITI Aayog CEO Khullar appreciated the various fiscal consolidation measures taken by the State Government to maintain fiscal discipline in the state amidst severe financial constraints.

They discussed in length the tentative allocations for the upcoming State Budget to be presented in the first week of July. After detailed consultations, it was agreed to go for a Budget of around Rs. 10200 crore for the financial year 2015-16.

It was further decided that an official level consultation will be held next week under the aegis of the NITI Aayog with the Chief Secretary and other officers of the state to discuss the fiscal consolidation scenario in the state. They also discussed the status of important infrastructure projects in the state and other Central Sector Schemes.

Vice Chairman Panagariya and CEO Khullar assured the Chief Minister of the support of the NITI Aayog to streamline major projects like the Trans Arunachal Highway, Greenfield Airport and Hydro Power projects.

NITI Aayog will soon hold meetings with concerned Ministries and implementing agencies to sort out the pending issues related to these projects.

Capital Complex losses over Rs. 50 Cr. in landslide, flashflood

ITANAGAR, June 12: The preliminary estimated loss on houses and household items, road and bridges, agriculture fields etc. due to flashflood, landslide/mudslide and erosion in Capital Complex was more than Rs.50 crore, informed Capital Complex Deputy Commissioner Mige Kamki. He, however, said that the properties lost or damage may increase as new damage reports are still pouring in from different locations.

Many landslides and erosions that have occurred in deep valleys and hills sides are found to be too big and beyond repair.

Landslide is also posing great threat to the residence of the Capital SP near BN headquarters, Chimpu.

Similar landslides were also witnessed at Gohpur, Vivek Vihar, Niti-Vihar, Mowb-II, Jully, Naharlagun, Nirjuli and Karsingsa. These landslides have damaged many human habitations and dwelling houses rendering many families homeless. A group of affected families from Hill-Top Colony have been temporarily given shelter at under-construction Catholic Church, Itanagar.

 

 

After noodles, govt. to clamp down on illegal food additives

ITANAGAR, June 12: After Maggi and various other noodle brands, the state government has now decided to crackdown on illegal food additives in the state.

Chief Secretary Ramesh Negi, who chaired a meeting of the State Level Steering Committee on Food Safety here yesterday evening to review enforcement of Food Safety and Standards Act, 2006 in the state, asked the food safety officers to collect samples of food additives like, chemical, preservatives, flavors, agents, artificial sweeteners etc. from next month to ensure that such additives conform to the laid down standards.

He also emphasized on maintaining cleanliness and hygienic environment in butcheries or slaughterhouse and asked the concern department to draw up a five-year plan for setting up of modern slaughterhouses in the state. He suggested for conduction of IEC activity among raw meat sellers, butchers to educate them how to manage food safety in their shops.

In order to provide net-connectivity for online food licensing and registration system, the scope for providing V-Set through NIC to the offices of District Medical Officers of Tawang, Bomdila, Ziro and Roing was also explored.

The meeting also stressed the need for immediate creation of more posts of food safety officers.

Earlier, Commissioner (Food Safety) Indra Mallo informed about food analysis reports of maggi and various noodles brands collected randomly from various parts of the state. Action will be initiated against those products which are found to be unsafe and misbranded under Food Safety and Standards Act, 2006, she said.

The meeting was attended by Commissioners, Secretaries, Directors of the Departments of UD, AH & Veterinary, Municipality, Industries and Health. The State Information Officer, NIC and officers of the Food Safety unit also attended the meeting.

 

 

3 women nabbed with huge quantity of opium

ROING, June 12: In a major breakthrough, Roing police have arrested a gang of three women with 3.633kgs of opium at APST station here today.

Acting on a tip off the police team led by DSP Habung Hailyang arrested the three women on their arrival from Tezu and seized the huge quantity of opium.

The  women, in their mid-thirties, were identified as Thongchi Belai, Botung Shee and Sangsi Kaman and they were booked under Roing PS case no.49/15 under section 17 (c) of NDPS Act 1985.

According to the police, this is the third arrest made with huge quantity of opium this year.

Reportedly, after confirmation of Tezu being the main hub for supplying opium to Lower Dibang Valley district and after interrogation of the arrested couple of peddlers in the past, the Roing police were on a constant lookout for drug suppliers on the Tezu-Roing route.

The opium was disguised in gift boxes, beautifully wrapped with gift wrapping paper. However, since the police had a very strong lead on the suppliers, they opened the gift boxes and found huge quantity of opium. OC Singha, who was also part of the team, informed that a total of 282 strips were counted and  the market price of the  opium  recovered will amount to Rs 1,41,000 as the "wholesale rate" of per strip is said to be Rs 500.

DSP Hailyang said, "We will send the specimen of this opium for expert opinion and charge sheet will be filed soon. Usually such a large quantity of opium comes under the NDPS Act and the jail term for peddlers may extend up to 20 years along with a fine that may extend to Rs 2 lakh."

The DSP further said that his department is now working even harder to completely bring an end to smuggling of drugs into the district. "We are positive about the success and most important for us at this point is to garner public support as interventions may hamper our work," the police officer added.   

When asked about who they were going to supply this opium to, one of the women who seemed to be the head of the trio, said that they did not know the name of the woman as they had made all the dealings telephonically. One of the women, who was constantly sobbing said that she had complied  with just because she was told that she would be paid 500 rupees to smuggle the batch into Roing. They remained mum on being asked if they were not aware that it was illegal to supply drugs.

 

 

PPA questions haste clearance of middle Siang mega dam project

ITANAGAR, June 12: The Peoples Party of Arunachal (PPA) has questioned Union Water Resource Minister Uma Bharti's undue haste in getting the controversial middle Siang mega dam project cleared in Arunachal without taking the prime stakeholders into confidence. PPA alleged that decision reflects poorly of the Centre's assertion that it was in favour of facilitating greater federalism in the country.

It has once again proved beyond doubt that the Centre's hydropower policy towards this strategically located state is more of extractive and exploitative in nature than welfare oriented, the PPA alleged. All the stakeholders whose rights might be affected should have been included in the decision making process, retorted Kahfa Bengia, President PPA in a party meeting on Development of Middle Siang Dam in Arunachal Pradesh. "Why should Arunachal be an innocent victim in this undeclared race to capture the Hydropower potential of the Brahmaputra river basin between India and China who are competing to establish first user right of the river? Unfortunately the Centre's undue haste in getting the project cleared in a clandestine manner undermining the legitimate concerns of the people, particularly the downstream inhabitants within the state and in Assam have sparked great controversies over the subject of Dam building in the region yet again," Kahfa continued.

Kamen Ringu, Chairman CWC PPA, speaking on the occasion remarked, "Peoples Party of Arunachal is not against building of dams in this Hydropower rich state but the decision to do so should primarily rest with the stakeholders in the region and these decisions should not be imposed on us by the people living in Delhi. It is also not understood why the Centre does not go for an impartial comprehensive cumulative impact assessment by experts on all the 130- odd proposed Dams in Arunachal Pradesh."  Very recently the National Green Tribunal had pulled up the Centre and called for a thorough study on the cumulative environment impact accruing from such large scale intervention on an environmentally and geologically fragile region, the PPA added.

 

 

Govt gives priority on education, adopts zero tolerance

NAHARLAGUN, June 12: Education Minister Tapang Taloh today said that the state Govt is trying its level best to bring the education to the door step of the poor on priority basis and adopting the policy of  zero tolerance in this sector. In his interview with Doordarshan Itanagar, the minister emphatically said "If  the poor do not reach to education, the education has to reach to the poor."

The Minister informed that his department had conducted the first coordination meeting on education with all stakeholders including ministers, parliamentary secretaries, MLAs, chief councilors, councillors, ZPCs, ZPMs, ASMs besides educational administrators and subsequently revolutionary step for rationalization of transfer and posting has been initiated to ensure the availability of the teachers in the remote schools in the districts  so that every child of the state has the right of education.

Taloh further said that the education department is heading towards new dimension and growing faster with academic excellence under the dynamic leadership of Chief Minister Nabam Tuki.

 The minister further said that the emergence of private university in the state is a challenge especially in the context of quality education. "So far eight private universities bills were passed in the state and two meetings were conducted with the private university authorities where they were categorically directed to offer recognized courses. They should not be just institution to award degree, diploma and certificate but should work coherently for the cause of imparting quality education in the state and set example for others to follow."

 The minister also highlighted on status of the CBSE result, regular and timely disbursement of salary of SSA teachers, role no Saakshar Bharat Mission, objective to vocationalization of the education in the state and achievement of SSA-RTE unified program in the state. DIPR

 

 

You are an Indian first, Tuki tells skill development trainees in Delhi

NEW DELHI, June 12: Following up on his ambitious mission of skill development and employment generation, Chief Minister Nabam Tuki today invited youths undergoing various skill development trainings in the national capital for an informal interaction. Youths, who are being trained in various skills at Softdot Company, turned up in large numbers along with the Chairman and Director of the vocational training provider. The trainees are undergoing different courses like financial accounting, web designing, hardware networking among others.

Speaking to the trainees, Tuki asserted that knowledge and experience is all that matters in life. He also emphasised that one should not forget his home and roots no matter how far he or she may be working. He said that the students should remember that they are not only from Arunachal or North East but Indians first. This feeling should reflect in every aspect of their conduct.

Once equipped with enough knowledge in their particular field, youths can survive in any part of the world.

"Our biggest advantage is that we can speak and understand Hindi, letting us communicate better with the people here," he said. Tuki reiterated that his aim is to make Arunachal a model state by guaranteeing 100% employment to its youths. Skill development training is a step forward in achieving that, he pointed.

While expressing his satisfaction on meeting the trainees personally, Tuki said his main concern was to know if the students were happy to be trained in Delhi to which the students replied in affirmative. When asked about their future plans once the training was over, most of the trainees expressed willingness to continue their stay in Delhi by getting placement for jobs in the city.

The Chief Minister appealed the students not to leave the training half way but complete the course while strictly adhering to rules and regulations of their respective institutions. The interactive session was also joined by Cabinet Minister Pema Khandu, Parliamentary Secretaries Jambey Tashi and Karya Bagang and MLAs P D Sona and Dikto Yekar and APCC President Padi Richo.

Goutam, a student from the first batch of trainees in web designing for four months, is now happily working for Sun Business in Delhi.

"I did my 12th from Arunachal, after which I could not continue my studies. I was lucky to come here through a Job Mela and then get through campus placement after completion of my training," he informed.

Dambuk gets separate functional PHE&WS Sub-Division

ITANAGAR, June 12: Cornered by flood following week-long torrential rain, the people of Dambuk  Sub-Division have at least one reason to smile as the state government has finally approved establishment of functional PHE and Water Supply Division at Dambuk. The government had issued the order (no. PHE/Sectt-45/97 pt-II) on 26 May 2015 last in this regard.   

With the establishment of functional PHE & WS Division at Dambuk, all the proposals, ongoing projects, correspondence files along with office equipments under the Roing PHE & WS Sub-Division shall stand transferred under Dambuk PHE&WS Sub-Division.  The Dambuk sub-division would cover Dambuk ADC headquarter and Paglam CO headquarter, sources added.

The long-felt demand was fulfilled after rigorous persuasion from local MLA cum Parliamentary Secretary Water Resource Department Gum Tayeng.  Earlier, the Parliamentary Secretary had  requested Chief Minister Nabam Tuki for separate functional Sub-Division of PHE&WS at Dambuk during Orange Festival on 17th January 2015. Later she had also placed the same demand to Power and Home Minister Tanga Byaling when he visited the sub-division in April this year.

Following the government's order for separate functional PHE&WS Sub-Division, euphoria has erupted in Dambuk, informed Gum Tayeng. Terming the decision as landmark towards the development of Dambuk, she said  that it was a long-felt demand of the people.  

In a statement local MLA further informed that she has given green signal for construction of alternate road at Loglung where road has been washed away by the flood water. It is said that about 300 meters stretch of road has been washed away the flood. MLA Tayeng further instructed the local administration to take every possible step  to  control flood and mitigate the suffering of people. "I am in constant touch with local PRI leaders and the administrators to check and control flood in my areas" she added.  

Dambuk MLA further disclosed that she has placed Rs 10 lakhs for immediate flood control works and is taking up the matter with the Chief Minister for flood relief.

 

 

Union defends accused in EE assault case, ANSU unit seeks action

ITANAGAR, June 12: Toru Circle Students Union today defended the accused involved in Executive Engineer Naharlagun Electrical Division assault case on June 9th 2015, claiming that truth was falsified by the Executive Engineer. In a representation to the Home Minister seeking justice for  the accused, the union claimed that six youths had visited the EE office on 9th June  to enquire about the cancellation of the work order issued to M/s T.C Enterprises by his predecessor. The youth asked EE to show the complaint letter from the higher authority for cancellation of work, which led to argument, the union continued.  It further claimed that EE took out his pistol and tried to fire upon the youth, in which the youth snatched the weapon and later deposited it to the police.  

Claiming that the EE made false statement before the police team by twisting facts leading to arrest of the youth, the union demanded for a thorough inquiry into the matter so that truth prevails and the justice is done.

Meanwhile All Nyishi Students Union Upper Subansiri Unit strongly condemned the assault on EE Ajay Murtem by the group of youth allegedly led by one Tana Tamar. In a statement, ANSU unit expressed grave concern over the repeated attack on government officers. The union also appealed to the Home Minister to take strong action against the culprit involved in assault under appropriate section of law.

 

 

Contractors should compensate public, demands joint action committee

ITANAGAR, June 12: A joint action committee formed to look into the road blocked issue of Karsingsa sinking zone today wrote to Chief Engineer PWD (Highway) western zone and placed five-point demands. The demands include early restoration Karsingsa road, finding permanent solution to the Karsingsa sinking zone (Block Point) problem with proper plan and no transfer of officials till the restoration of blocked road.

The committee further sought immediate enquiry regarding the failure of the road to withstand monsoon rain just few months after being renovated. "Enquiry should be held regarding technical aspect of the work done to renovate Karsingsa sinking zone road. This road was re-inaugurated in the month of October 2014. The complete restoration work got completed only in the month of March 2015 but said stretch of road has been washed away by rain in the first week of June 2015 itself. If anyone is found guilty then that person should be booked under the provision of the law," the committee demanded. Further they added, "Chief Engineer should give direction to the concerned contractor/firm from the period of 2014 to 2015, who has executed the work through working agency to complete restoration work at Karsingsa sinking Zone (Block Point) and also direct them to compensate the public."

 

 

Landslide snaps colony road

MLA inspects under-construction bridge

ITANAGAR, Jun 12: Press Colony link road under Ward No 19 remained cut off since last week of May due to landslide causing inconvenience to the colony dwellers. Besides, a residential house and the playground of Govt. Middle School, Press Colony Naharlagun were also reportedly damaged by landslide and heavy rain, informed Press Colony, Papu Happa and Kurung Pare Colony Youth Association.

The youth association appealed to the authority concerned to provide fund for restoration of the link road.

Local MLA and Parliamentary Secretary (UD & Housing) Techi Kaso today inspected the under-construction bridge at Division-IV and asked the executing team to complete it as soon as possible.

The bridge was destroyed recently by landslide.

Executive Engineer Capital Division A, Taniya Soki, who accompanied Kaso expressed the hope that the construction of the bridge will be completed within three days, reports DIPR.

Don't neglect NE region

Monsoon has taken heavy toil in the north eastern states. Heavy rainfall across the region is having catastrophic effect. In Assam, over 2 lakh populations are reeling under the fury of flood in 16 districts. 3 death cases have been reported so far due to drowning. Brahmaputra River is reportedly flowing above the danger level at Nematighat and Dhubri.

4 relief camps have been set up in flood hit areas. Large agriculture land has been inundated due to flood. Bridges, schools, embankments and roads have been affected due to flood. Heavy rainfall has also been reported from Meghalaya and Sikkim. Landslides have caused destruction in all these states. In Arunachal many district remains cut off from rest of the country due to landslide caused by torrential rainfall. In capital Itanagar, heavy rainfall has inflicted severe damage. Sector road as well as national highway has been damaged at multiple areas and it may take months to restore them. It looks like whole NE region is battling nature's fury but union government seems least bothered. No single ministers have carried out any kind of survey to find out the problems affecting people at grass-root level. Such kind of apathy towards people of NE states is not at all acceptable. Government of India should immediately send team to visit flood affected areas and provide assistance to the affected people.

Uninterrupted power supply

Dear Editor,

Arunachal Pradesh is regarded as power house  of India.  But the maintenance and distribution of  power supply within the state seems to be very tough  even in such scientific and modern age. Even a small  down pour or lightening or thunder in the sky is  enough to take away the electricity for 24 hours or  even more creating immense hurdle to the common  public. One cannot think of the life without  electricity now a days and shutting down of the  supply often creates great problems to the common  masses. 

In winter, we faces load shedding due to low  voltage on account of less water on the reservoir and  in summer/rainy season we have to faces electricity  cut due to monsoon related disturbances. Can hilly  states like Arunachal Pradesh ever have electricity supply 24x7 hours?  Whatever may be the reason for such  disturbances, a consumer always want round the clock  electricity supply with good voltage for which he/she  is committed to pay the bill regularly and on time. 

Frequent cut of the electricity on account of  numerous reasons is also creating revenue losses to  the department concern and they  need  to think for an alternate in order to provide  regular supply of power to the consumers.

Lacking facilities and schools

Through the esteem columns of your popularly read daily, I would like to share my opinion about the education system in context of Arunachal Pradesh. There were days when we used to go to library to collect information for storytelling, assignment etc and science laboratory for all practical classes.

 But now days when ever there is home work or project work, the teachers tell the student to download from internet and print out and submit. Students are not motivated to study and find out the solution from books from the library, if any. This way, if children are always told to search the assignment from internet, then there is always an opportunity that kids may encounter such programme or file which may not be appropriate for their age.

 Today I wonder how my children never ask me money to buy dissection box, and am astonished why I have never seen any library card with my children from their respective schools. Couple of days back, I was searching for schools for my relative’s children, I was amazed to find out that not a single school had science laboratory and when enquired the response came that we take our students to our affiliated schools for practical class once in a month.

Even I found that the schools are not having their library. Despite this, there is not a single school for higher secondary level school which charges less than Rs one Lac rupees annually not inclusive of books and uniforms etc.

How come the education system in this state registers these private schools without proper infrastructure like laboratory, library and mandatory play ground? There are schools in the middle of shopping centres also catering to need of 50 to 60 children. Who is appropriate authority to redress this issue? Where is the quality education, if the science and geography students are not doing practical classes? Is the govt of Arunachal Pradesh regulating the fees structure?

When will the work be completed ?

Dear Editor,

Through the column of your esteem daily, I would like to highlight the gruesome situation developing out of the snail pace CC pavement road construction in Pasighat. It was meant to complete the work within a few months as per the announcement in the local radio. Only a few metres of the sub-base is in progress. It seems it would take months together to complete the work. This adds to a lot of encumbrances to the public and especially to the business community. The main market in Pasighat where work is ongoing has huge economic impact and witnessing water logging putting  hardships to the commuters. At Mirmir Charali, the delay in the work has led to the closing of shops because there is no vehicular access. This aggravates the worst conditions of the shopkeepers to run dry their shops to near nothingness. The petty shopkeepers are filled with apprehension that their goods will expire before it is sold. It is the season when the money is needed the most for children’s schooling. Inhabitants nearby have to park their vehicles metres away or other sides of the road, most susceptible to theft. Moreover, in this peak monsoon of incessant rain, could anyone guarantee of no any natural calamities?  How could one move freely in case of unseen exigencies as the uncompleted road is lined with barbed wire? Taking serious note  of the above situation I would like to put forth a few questions to the relevant authority: when shall the work  be completed? Is it right time to venture out for  construction work in such precarious season? Is the present firm or contractor has compatibility to tackle such work? Why so much harassment when even highway construction does not inflict so much pain to the common public? Who will bear the economic loss of the helpless shopkeepers?  

I would like  to request the district administration to intervene and hope that the concerned authority too will not soft pedal on this issue. It is anticipated that the blocked roads are opened by progressing the other half of the road.

Shortage of coins

Dear Editor,

Through your esteemed daily, i want the concerned authorities to spare a minute for us and come out with a solution in coming days regarding shortage of coins in the state. A jolly line goes this way “Before we bought sweets because we had coins in our hand but now we buy sweets because we don’t have Coins.” Irony but true with the present situation of our state. You go to a shop, you get sweets instead of balance money. You go to a retailer they charge you extra just because they don’t have coins. Now we wonder whose responsibility is to keep the coins. But I am sure that it’s not the customer’s duty to carry a pocket full of coins every time. 

  Lastly one more irony is that when you go to a bank for a draft or challan, even the bank says they don’t have coins. Hence they also keep our remaining money with them. I don’t know whether bank transfer our balance money to a govt. account or the person behind the computer puts into his pocket.

 Its a request to the executive members of market and Bazar welfare committees and the District administrators to look for a solution to this problem.
